Dharamsala, May 25 (ANI): Penpa Tsering, speaker of Tibetan parliament in-exile, has announced that a new preamble to the existing Charter of the Tibetan Parliament would be included and that the people would request the Tibetan spiritual leader, the Dalai Lama, to assume the role of a ceremonial head of the state.
Addressing a news conference with delegates from across the world here, Tsering said: "We have decided that unanimously through this national meeting that a new preamble to the existing charter will be included with minimal changes and we will request his holiness to be, to assume the role of a ceremonial head of state."
He also said if he refuses then they would ask him to include the new preamble with Article 1 (that defines the Dalai Lama as spiritual and the leader of Tibetans).
Samdhong Rinpoche, the incumbent Prime Minister in-Exile, who also attended the meeting, said the people are ready for a new leadership and they understand the importance of making crucial decisions.
"Transition from one political leadership to a newly-elected political leadership and from one generation to another generation and apart from that His Holiness is devolving all his functions and responsibilities to the elected leadership and that makes this is a really a critical juncture, the Tibetan people now onwards shall have to take their own responsibility without depending on the Dalai Lama. So, we consider it very important," said Rinpoche.
In March 2011, the Dalai Lama had sent a letter to the Tibetan Parliament in-exile saying that he wanted to devolve his political powers and advised to have a meeting as soon as possible to work out the necessary changes in the charter. (ANI)
