Rs. 29.59 crore for construction of Medical College in Delhi

In its pursuit to establish a new Medical College, Government of Delhi has decided to construct the pre-fabricated structures of Medical College with 100 seats at the earliest. Keeping this need in view, the Expenditure Finance Committee of Government of NCT of Delhi under the Chairmanship of Chief Secretary Shri S.K. Srivastava, in its 3rd meeting for the Financial Year 2014-15 has sanctioned an amount of 29.59 crore for construction of temporary pre-fabricated structures for the establishment of Medical College attached with Dr. Baba Saheb Ambedkar Hospital. The pre-construction and construction works would be completed within nine months.

The construction of temporary pre-fabricated structures was conceived for establishment of Medical College attached with Dr. B.R. Ambedkar Hospital at Sector-6, Rohini. The construction will facilitate intake of 100 students apart from providing infrastructure for addition of 100 MBBS seats in a year to boost medical education in Delhi. The construction of medical college under temporary structure will help the Health Department in filing formal application as per Medical Council of India (MCI) norms.

By the time the permanent construction is completed at least three batches i.e. 300 students (100 students per batch) would have been benefited which is a huge social gain. After completion of permanent building the pre-fabricated structure will be used for low-end facilities viz. labs, storage, etc. The estimate includes air-conditioning, lighting and is scaled as to fulfill minimum requirement of MCI norms. CMD, Hindustan Pre-fab Limited (special invitee) who has been invited to render special technical advice was in agreement with the proposal presented by PWD & Health Department for erecting such pre-fabricated structure.

Approval for construction of medical college under temporary structure will help the Health Department in filing formal application as per MCI norms. Experience of other states, MCD, ESI etc. Has shown that colleges are started in temporary structure and then moved to permanent structure with the passage of time. The proposed pre-fabricated structure is as good as permanent one with a life of approx. 20 years and can be utilized for the entire life of 20 years without dismantling as the site has been identified carefully and will not cause impediment in the construction of permanent building. Requirement of manpower, furniture and equipments as estimated by the department and expenditure there upon be rationalized.

These projects will be completed by March, 2015 after award of work. As and when the pre-fabricated structure is dismantled after completion of its useful life, revenue generated as promised by PWD/Health department shall be deposited with the Government of NCT of Delhi.
