Committee to examine facilities for disabled air passengers

New Delhi, Thu, 22 Mar 2012 ANI

New Delhi, Mar 22 (ANI): The Ministry of Civil Aviation on Thursday constituted a Committee on the 'Rights of Passengers with Disabilities and Reduced Mobility' under the Chairmanship of G. Asok Kumar, Joint Secretary, Ministry of Civil Aviation.

The committee will be looking into the problems of differently-abled-people or persons-with disabilities in undertaking air travel and give suggestions on how to improve the facilities to make their travel more convenient.

The committee has been asked to give its report in eight weeks for consideration of the Ministry of Civil Aviation. The representatives of Directorate General of Civil Aviation (DGCA), Airport Authority of India (AAI), Bureau of Civil Aviation Security (BCAS), representatives of airlines and organizations involved for working of persons with disability/reduced mobility are among the members of committee.

The committee will also look into the different aspects related to differently-abled people and persons with disability.

These include modification in the civil aviation requirement (CAR) in view of the improved guidelines adopted in other developed countries and resolution of United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), inconvenience faced by persons with disabilities right from the stage of booking of tickets; arrival at the airport; checking-in, issues related to facilities like toilets, wheel chairs, check-in counters etc.

The action comes in wake of recent incidents of ill treatment meted out to persons with disability. The Ministry of Social Justice and Empowerment had earlier urged the Ministry of Civil Aviation to probe off-loading of a disabled person by Spice Jet in Kolkata.

Jeeja Ghosh, a victim of cerebral palsy, had earlier complained to the Minister of Social Justice and Empowerment about being wrongfully off loaded from a Spice Jet flight No.SG-308 in Kolkata on February 19.

The incident, prima facie, had constituted a serious violation of her rights as person with disability, as also a violation of the Carriage by Air of Persons with Disability and/or Persons with Reduced Mobility Rules, 2008. (ANI)
