In the move of countering fraudulent in degrees and certificates and making the certificates verification easier for the institutions, corporate and students, the Human Resource Ministry (HRD Ministry) is pondering to set up a national database system that will store all the records from school certificates to University degrees in electronic format that can be accessed any time and anywhere in the future.
The HRD Ministry is this regard may soon introduce a bill in the parliament asking the nod of the cabinet for making the higher educational system more transparent.
Kapil Sibal, Union HR Minister in this regard has said in a statement that forged certificate was a major problem and there was no verification process about the academic records of any employee.
'The credibility of our institutes come under question,' he said.
'So, We are contemplating to establish a national database in an electronic format by an identified registered depository,' he added.
Like two depositories — National Securities Depository Limited (NSDL) and Central Depository Services (India) Limited (CDSL) — that are registered with the Securities and Exchange Board of India (SEBI), this proposed depositary will also be a secured depository and anybody who loses his certificate can get an authentic certificate or anybody who wants to verify the authenticity of a certificate can do it by contacting the depository, the sources from HR Ministry said.
According to Ministry plans, the entire institutes including school boards, IITs, NITs, polytechnics and state school boards will have linkages to the depository.
The government has set the target of establishing the depository by 2011 and has governed a task force in the leadership of Sanjay Dhande, Director, IIT-Kanpur with some other top members of elite institutes to prepare a roadmap for implementation this innovative system in India.
Professor Debashis Chatterjee, Director, Indian Institute of Management (IIM), Kozhikode, Professor SS Mantha, Chairman, All India Council for Technical Education (AICTE), Professor Ved Prakash, Vice-Chairman, University Grants Commission (UGC), Vineet Joshi, Chairman, Central Board of Secondary Education (CBSE) are the other members who may get inclusion in the Task Force team.
A member of government body not below the rank of Joint Secretary will also be the part of task force while Joint Secretary (Higher Education) of HRD ministry will act the Convener of the Task Force, official sources informed.
The task force can submit its recommendations by March 31, 2010, sources added.
After establishment of this central depositary system, the academic verification would be more convenient and the desired authority would not need to approach educational institutions for getting the transcripts of such qualifications.
