Taking into account the increasing illegal human trafficking the government has decided to introduce biometric passport system by 2010 in India to check it.
Union Home Minister Pranab Mukherjee, while replying to supplementaries during Question Hour in Rajya Sabha on Thursday, said that there is a law to deal with those immigrants as well as emigrants. The entire process would be completed by 2010, he added.
This would help us to recognise and bring back those Indian migrants detained in foreign countries for illegally staying there.
This happens because many illegal migrants soon after landing on foreign soils destroy their passport and other identity proof. This apart, he stressed on the nexus of recruiting agencies and employers responsible for illegal human trafficking. Lured by hefty money, Indian workers fall prey to these nexus which starts from conducting illegal migration and end up in harassment and exploitation.
Biometric passport system, including finger printing, would help to ascertain migrant people’s nationality.
As per the existing norms, in case of illegal Indian emigrants who are civilians, job seekers, Mukherjee stated, the government promptly takes up the issue with the concerned country for resolution bilaterally through diplomatic channels and the people then are repatriated and properly rehabilitated.
On the incident of illegal migrants caught in Belgium lately, the External Affairs Minister said only one out of 164 people arrested by Belgian authorities have been identified as an Indian.
Disclosing the estimated figure of 1-lakh illegal Indian migrant workers residing in western countries, he said 77,000 are in Italy, 10,000 in Germany and 5,000 in Spain.
