Jammu, Nov 3 (ANI): In accordance with traditional custom, state authorities in Jammu and Kashmir shifted operations of Darbar, State Secretariat, from the summer capital of Srinagar to winter capital Jammu amid tight security on Wednesday.
The civil secretariat of the state government functions in the summer capital Srinagar for six months and moves to Jammu at the onset of winter.
The bi-annual practice of 'Darbar' moving between the two capital cities of the state, Srinagar and Jammu, has been inherited from the Dogra rule, dating back to the 19th century.
It is estimated the whole exercise of relocating offices costs the government more than $520,000 every year.
But for the people of Jammu, welcome the shifting of the state secretariat.
"This is a very unique thing. You can't see any other place where such a thing (shifting of state secretariat) happens, it only happens in Jammu and Kashmir. And the reason it happens is because, in winters the climatic conditions in Srinagar become freezing and the government can't function in such excessive snowfall. It is during this period that the government shifts to Jammu and when it comes to Jammu, it leads to considerable development in Jammu," said Ankush Kohl, a local.
"This process has been going for a very long time, since the time of kings and it is a very healthy thing that allows development in both Jammu and Srinagar," he added.
People in Jammu believe that as Kashmir was gifted with more scenic beauty and natural resources, they hoped that their region, which was nothing short of a wild forest would also transform into a modern city, getting state government's attention.
Temperature in Srinagar, in the foothills of Himalayas, drops to minus 10 degrees centigrade in winter months while Jammu, in the plains, is relatively warm.(ANI)
