Lucknow, Oct 24 (ANI): Union Law and Justice Minister Salman Khurshid as said the Central Ombudsman should be allowed to intervene at the state level only in cases of bigger graft charges.
After discussing a model of dealing with cases of corruption here on Sunday, Khurshid said: "High cases of corruption should be dealt by an eleven member Ombudsman team at the central level as opposed to smaller cases of corruption, which should be ideally dealt with at a more local level."
Giving details of the proposal, Khurshid said: "We are trying to formulate an effective Ombudsman legislation which involves strategically dealing with different types of graft in a more efficient manner. According to our model, the Ombudsman at the central level, which will consist of an eleven member team would deal with bigger cases of corruption."
"Cases involving corruption at a lower level should be defined into two separate categories. We will try to see whether the case is of corruption or a complaint of misrule. Cases that are found to be more towards mal-governance would be addressed by a citizen's grievance mechanism body; we will also appoint grievance commissioners who would look into the cases," he added.
He further said if in any instance the case is deemed to be of high level of corruption then the Ombudsman at the central level can intervene and carry out its proceedings.
The Ombudsman Bill is seen as a weapon to root out corruption and nepotism from the government machinery and in public life.
The proposed bill envisages the setting up of a national anti-corruption watchdog to check financial mismanagement and corrupt practices that have deeply pervaded several democratic and civic institutions of India. (ANI)
