Srinagar, July 8 (ANI): The Jammu and Kashmir Coalition of Civil Society (JKCCS) has welcomed the Supreme Court's recent decision to strike down as 'unconstitutional' the practice of arming tribal youth of Chattisgarh as Special Police Officers (SPOs) in order to fight Maoists.
It has asked the Chattisgarh Government to immediately stop using SPOs, recall all firearms distributed to them, desist from funding the recruitment of any other vigilante groups, ensure the filing of casess into criminal activities committed by them, and offer protection to those who need it.
The JKCCS said that the apex court judgment should be binding all states in India for dealing with political or armed dissent.
It questioned Jammu and Kashmir Chief Minister Omar Abdullah for saying that the Supreme Court judgment on SPOs was not applicable to the state of Jammu and Kashmir. It said that Abdullah was questioning Article 141 of the Indian Constitution, which makes Supreme Court judgments on all states binding.
However, earlier this week, Abdullah said that the judgment is not applicable to Jammu and Kashmir as SPOs in the state were part of the regular police force.
He said SPOs in Jammu and Kashmir could not be compared to SPOs in Naxal-affected states.
He also said that development initiatives in the state have received a setback because of the unrest that takes place at regualr intervals. He said that in order to achieve the goal of a "Naya Kashmir" as envisioned by Sheikh Abdullah, steps must be taken to ensure holistic and equitable development across the state. and in all sectors.
