Kolkata, June 15 (ANI): Communist Party of India-Marxist (CPM) have strictly opposed the Singur Land Rehabilitation and Development Bill, which was passed in the West Bengal Assembly.
'This Bill, which was placed in the assembly, is a stand alone bill. It has no reference to the Land Acquisition Act. But the land was acquired under the act (of 1894) then. How is it possible that there is no reference to the act?' asked opposition leader Surya Kanta Mishra.
'There will be a clash between this Bill and other all India acts such as Transfer of Property Act. In this bill, there is no definition of 'unwilling' farmers. It is also not written that those who get back the land will have to use it for agricultural purposes,' he sad.
Mishra further said they appreciate the idea behind the Bill but are against the overall structure of the Bill, which is unconstitutional.
However, the Trinamool Congress party lauded the bill saying that it would satisfy both farmers and the common man.
The Singur Land Rehabilitation and Development Bill, 2011, was passed by voice vote amidst thumping of desks by jubilant treasury benches members after it was placed in the house by Commerce and Industries Minister Partha Chatterjee.
The Singur Bill enabled the government to return land to farmers who had unwillingly parted with their land and also did not accept compensation.
The Bill vested the entire 997.17 acre of acquired land at Singur for the now abandoned Nano project along with the existing structure with the state government. The government would return equivalent quantum of land to "unwilling" farmers in 400 acre.
The remaining portion of the land would be utilised for socio-economic development, employment generation, industry and other public purposes. (ANI)
