Delhi government has launched an ambitious Delhi Swavlamban Scheme to provide pension to the workers after their retirement. The Scheme was announced by the Chief Minister in her budget speech. It conveys government’s concern about the old age of workers as it recognizes the critical role played by the workers in the un-organized and informal sector to make the lives of other comfortable and leisurely.
The Scheme is Aadhar linked and aimed to ensure universal coverage. It will also give benefit to Anganwari workers, construction workers and various un-organized workers. The quantum of pension may vary from case to case.
Speaking on this occasion, Dikshit stated that it is time to minimize the difference between the workers and owners. We must understand the difficulties and ground realities of workers in order to make our Worker Welfare component comprehensive and satisfactory. She also stated that the ambit of awards must be extended to include outstanding women workers. From next year, the city government will institute two awards for women workers.
Dikshit further stated that there is a need to enhance the amount of scholarship being paid to the wards of workers. She added that the awards would go a long way in ensuring safety in the factories and enhancing productivity and quality of performance of the workers.
Labour Minister Dr. Walia stated that his department has been working for the welfare and upliftment of the workers in the Capital city apart from efficiently implementing various labour legislations. An amount of ` 1030 cr. is available in Building & Construction Welfare Board Fund which is being utilized as per requirement. Delhi has become the first state to commission a workers helpline 12789.
It has also covered workers under Rashtriya Swasthya Bima Yojana which offers treatment of hundreds of diseases in private nursing homes and hospitals for the family of workers upto an amount of ` 30,000/- per year. Dr. Walia also stated that Delhi has been providing the highest Minimum Wages in the country. It has implemented payment to workers through cheques and ECS.
