Shinde admits security lapses in Tihar jail; says Criminal Law (Amendment) bill will be considered tomorrow

Union Home Minister Sushil Kumar Shinde hours after the death of Dec 16 Delhi gang rape prime accused Ram Singh, Tuesday accepted that there were major security lapses in Tihar jail.

He was responding over the allegedly suicidal death of Ram Singh (32) who was in Tihar jail due to going under trial in Dec 16 Delhi gang rape case in which he was charged as prime accused among five others including a juvenile.

"I agree with you that it must be major lapse, but an inquiry is being done and after the inquiry everything will be done," he told media here.

He further said a magisterial inquiry has been ordered and truth will come out in the report.

"I cannot come to the conclusion at this moment whether it is a suicide or not before inquiry reports are out. Everything will depend on enquiry," Shinde said.

"Let us wait for the report. It is a grave incidence. It is not a small incidence," he added, when asked whether he would initiate any action against the DG Prisons.

Ram Singh committed suicide today around 5 a.m. by hanging himself inside jail number 3 of Tihar Jail.

Singh, who was to be produced before a court today for its daily hearing, was rushed to the jail hospital where he was declared brought dead.

His body was taken to Deen Dayal Upadhyay Hospital for post mortem.

Home Minister also informed to media that to suppress crime against women, cabinet would consider the Criminal Law (Amendment) bill on Tuesday.

"There are no differences between home and other ministries. There are certain legal points which need to be examined. We are bringing it to the cabinet tomorrow," Shinde said.

The Criminal Law (Amendment) Bill, 2013 seeks to impose tougher sentences for crimes against women than those on the statute book at present.

The government is keen to pass the bill in the first half of the budget session.
