Delhi government failed to construct hospitals: CAG

New Delhi, April 2 (IANS) The Delhi government has failed to utilize the funds disbursed for the construction of hospitals and procurement of required equipments, the Comptroller and Auditor-General said Tuesday.

According to the report by the country's official auditor, no construction work had started by August 2012 at any of the land sites, allotted at the cost of Rs.13.13 crore between 1997 and 2008 for construction of ten hospitals with proposed bed capacity ranging from 60 to 700.

"The directorate (of health) had not documented procedures and practices for procurement of materials and supplies," the report said.

Purchases of medicines and drugs were made much in advance of the actual requirements, resulting in significant unused balances at the end of the year.

The report also said that city hospitals like Deen Dayal Upadhyay, Guru Teg Bahadur, Rao Tula Ram Memorial, Lok Nayak Jai Prakash, and the Ambedkar Hospital have shortcomings like unavailability of blood banks and drugs.

No Management Information System, either manual or computerized, was devised at the directorate and central store level for planning and managing procurements and supplies, it added.
