New Delhi,Immigration/Law/Rights, Mon, 11 Mar 2013 IANS

New Delhi, March 11 (IANS) The Supreme Court Monday issued notice to the central and state governments asking them about steps taken to bring about police reforms.

The notice has been sent to the union home secretary, chief secretaries, home secretaries and DGPs of all states and other authorities in the union territories.

Judges G.S. Singhvi and Kurien Joseph also asked the director general of police of Punjab to file an affidavit detailing the action taken against police officials accused of beating a woman in Tarn Taran March 3.

They also sought details within a week of the responsibility fixed on senior police officers in the incident, which was captured on camera and shown on TV.

The DGP of Bihar and the police commissioner of Patna were asked to explain the rationale for beating women teachers participating in protests seeking hike in their pay.

Fixing the next date of hearing on April 1, the court wondered what had happened to the sensibility of the people who witnessed the beating of the Dalit woman in Tarn Taran but remained mute spectators.
