New Delhi, Jan 4 (IANS) The Delhi High Court Friday issued notice to the Delhi government and the commissioner of police on the plea of a youth saying he was "illegally detained" by police during the anti-rape protests last month.

Justice S.P. Garg also issued notice to the Station House Officer (SHO) Tilak Marg police station and assistant commissioner of police at Parliament Street police station and sought their response by Jan 7.

Tejinder Pal Singh Bagga, 25, president of Bhagat Singh Kranti Sena, a right-wing organisation, moved the High Court against his "illegal detention" by police and sought permission to continue his protest at Jantar Matar.

Counsel for Delhi Police told the court that the police had already allowed Bagga to protest at Jantar Mantar.

In his plea, Bagga alleged that he was kept under illegal detention at the police station and also at home and was not allowed to move freely and carry out peaceful protests.

Bagga said that Dec 23, during the protest at India Gate, police from Tilak Nagar police station came to his house. Not finding Bagga at home, they picked up his 55-year-old father and detained him for six hours.

"The father of petitioner was threatened that he would not be released till the time petitioner returns," said the plea.

Police arrested Bagga Dec 24 and detained him till midnight without giving any reason.
