Former CAG Chaturvedi defends Vinod Rai, responds to Digvijay remarks

Noida, Aug 31 (ANI): Hitting back at Congress leader Digvijay Singh, former Comptroller and Auditor General (CAG) TN Chaturvedi on Friday said that there are no Constitutional norms which say that a former CAG or a former Supreme Court judge cannot hold a political post.

T. N. Chaturvedi had joined the BJP after retirement and had served as Governor of Karnataka and was Member of the Rajya Sabha.

"I am happy that Digvijay Singh is at last remembering me. There are no constitutional norms saying that a former CAG or a former Supreme Court judge cannot hold a political post. It is incorrect to attach motive to the CAG, saying that the report was given to take political mileage," Chaturvedi said.

"I think that Vinod Rai has fulfilled his duty. His rights as the Comptroller and Auditor General of India have been challenged. Secondly, whatever he has said is based on government reports and his report speaks whatever is there in the government's documents."

"His report is an administrative document. The report points out how the departments of the government are functioning. The report submitted by him is to be discussed in the Public Accounts Committee. But the report is being politicised to shield some and they are attacking the CAG and I am also dragged in this for the same reason."

Digvijay Singh had earlier equated CAG Vinod Rai with Chaturvedi, who had in 1989 brought out a report on the Bofors gun bought when the Government was headed by Rajiv Gandhi. Chaturvedi joined the BJP after retirement.

Digvijay Singh had stated: "The way the CAG is going, it is clear he has political ambitions like TN Chaturvedi. He has been giving notional and fictional figures that have no relevance to facts. How has he computed these figures? He is talking through his hat."

"The past CAGs they never sensationalised any issue and were constitutionally correct on everything they did....They never went to the press. It is the first time that the CAG has gone to the press. If they want to set a precedent, they should realise what they are doing," he said.

Digvijay Singh further said that CAG is an audit agency, not an investigating one.

"Audit agency can raise objections to state and the Centre. That can be presented to PAC, and Parliament can decide," he added

He said the government was only following the existing policy and highlighted the process through which coal blocks were made.

The CAG report on coal block allocations states that nearly 150 coalfields were allotted to private and state-run firms without transparency and objectivity between 2005 and 2009. (ANI)
