Well-trained local forces can better handle insurgency situation: Ex- RAW chief

New Delhi, Sep 22 (ANI): Vikram Sood, the former chief of the Research and Analysis Wing (RAW) on Wednesday termed Left Wing extremism a ruthless organisation and said well-trained local forces could better handle the insurgency situation.

 

"Centre insurgency operation must be done by the local forces. Paramilitary forces do not have the intelligence. They can subdue a movement for the time being. Well-trained local forces can better handle the situation not the Central Industrial Security Force (CISF), Central Reserve Police Force (CRPF) or the Indo-Tibetan Border Police (ITBP)," said Sood.

 

"Man heading a force must come from within the force. Forces send with inadequate instrument will be in trouble," he added while speaking at the United Service Institution of India.

 

On being asked, why the United States was not asking Pakistan to curb terrorism emanating from its soil despite the needle of suspicion always pointing at Islamabad, Sood said: " The US is not taking any considerable step probably because Pakistan provides the United States intelligence about the Taliban and the Al Qaeda.

 

Talking about terror outfits and the frequent attacks carried on by them, he said the penetration of the terrorism cells is the most difficult thing and all efforts should be made to reduce it.

 

"The attacks carried out by the terror outfits are a weapon of the weak against the strong. The proxy war in Jammu and Kashmir is an example. Every citizen must be prepared to fight against terrorism," said Sood.

 

Former chief of army staff, General Deepak Kapoor, said: "All attempts are made to fight terrorism. One gets to know of the terror attacks that succeed and not those that are averted. Moreover, young officers involved in the counter insurgency operations are given adequate training."
