Awarding five-million government employees on the eve of 61st Independent Day, the Union Cabinet has approved the Sixth Central Pay Commission (CPC) recommendation with slight changes. This approval of pay commission would come into effect from January 2006.
Approving the recommendation of CPC headed by Justice B N Srikrishna, the government has agreed to hike the average salary of 21 percent of 50 lakhs central government employees.
The arrear of this increment would be given in cash, as Union Information and Broadcasting Minister Priyaranjan Das Munshi told to media in a press conference. Informing to media, Munshi said that the arrears from January 01, 2006 - August 31, 2008, would be released in cash in two instalments.
‘The first installment of 40 percent amount will be given in this fiscal while remaining 60 percent amount will be given in the next fiscal 2009-10. The new revised salary will be delivered from this September,’ informed Munshi.
The increment in the minimum entry-level of salary of a government employee has been fixed Rs.7,000 as against pay commission’s recommendation of Rs. 6,600 per month. Thus, after emolument the lowest level of gross salary will be above Rs. 10,000 per month.
This approval of sixth pay commission would put additional burden on financial exchequer of Rs.17,798-crore annually, while for disbursing arrears the government would have to bear the extra load of Rs. 29,373-crore, as said by I& B Minister.
The government has granted something ‘extra’ to defence personnel who were displeased with the sixth pay commission’s recommendation as they (defence employees) quoted it ‘lollypop’ due to meagre increment in their salary structure.
Now, cabinet has approved to award them by 174% increment of their monthly salary, which would be effective to 183% viewing the surging inflation rate. Moreover, they will also get the three assured promotion at the intervals of 8, 16 and 24 years of their job.
The other central government employees will get the promotion in every 10 years interval – 10 years, 20 year and 30 years of their jobs.
Besides, the armed force personnel will get additional Military Service Pay (MSP) of Rs. 2,000 while the defence officials will get Rs. 6,000 extra over their salary. Earlier the CPC had recommended to grant only Rs.1,000 to defence personnel which government has made double.
In the new salary model, there would be only four pay bands with 20 grade pays in which pay band P4 would be the highest pay band.
Awarding to middle level of defence officials, government has announced to upgrade the middle ranked officers like Colonel and Brigadiers into P4 pay bands structure. Now, they will get the lower level of secretary grade salary.
The senior Lt. General would be upgraded as Army Commanders and get the higher level of secretary grade salary.
Similarly, Middle level police and civilian officers like DIG, Conservators of Forest, Scientists E & F, Superintending Engineers, Directors, Additional Commissioners of Income Tax and Central Excise and posts in equivalent grade will also be upgraded and get the higher level of P4 band salary.
The Central government has scraped the mandatory campus restriction and allowed the transport allowance, which have been fixed Rs.600 for A1 and A class cities while Rs. 400 for other class cities. Earlier it was Rs. 400 and Rs 300 respectively.
The Cabinet has also grant its permission to hike the annual salary increment from earlier 2.5 % to 3 %.
The Pay Scale of Rs. 24050-26000 has been dissolved and created a separated pay scale for DGPs, PCCFs and GM (Railways). The members of board of income tax, Customs and Central Excise, Postal and Ordinance Factories, who were earlier in dissolved pre-revised scale would now touch the level of Rs.80,000 per month in just two years as against earlier three years.
For doctors, the government has approved the promotion to those having 20 years of experience up to Senior Administrative Grade (Joint Secretary level) under dynamic ACP scheme. Their Dearness Allowance (DA) and Non-Practice Allowance (NPA) have also been revised.
This approval of cabinet came in the wake of long time demands of revising the salary structure and for this; the government had set up a Committee which had submitted its report on March this year recommending to hike the average salary by a range of 20-25%.
To woo the central government’s employees eyeing of the general elections, the government has approved this revised salary structure just a day before the 61st independent day.

So, the reduction of the Percentage of DA ranging from 33.33% to 60% is wholly unjustified. Justice demands only a reduction of 20% from the existing DA.
So, the Proposed Percentage of DA on the New Scales of Pay should be as follows.
From 1-7-2006- 4%, from 1-1-2007-5%, from 1-7-2007-5%, from 1-1-2008-5% and from 1-7-2008- 6.5%. So, the total percentage of DA as on 1-7-2008 should be 25.5% and not 16% as propagated.

Give the Quota in promotions, selection process etc., should be based on the individuals families/persons per capita income only. Please.Please..Please...remove this castism structure, and fullfil the common man needs. This is my biggest request in context as India celebrating its 62 Independence day. Then only the people's smiling faces shall we see. Either you announce 6th pay commission or 10 pay commission..the people will never satisfy. There are always unbountiful desires.

The inflation rate in this five months has reached from 7.5% to 12.5%. A govt emp get the 21 % hike inthe salary and that also after 10 years and news channel make it a big news is this fare .

August 14, 2008 at 12:00 AMIts Babu's pay revision. The revised pay commission report also shows and confirms that the govt. is really run by the Babus, not by the people. I do not see any justification in raising the pay scale of 17300 and above to as much as 60 %. It has increased the difference between the lower and higher pay scale to as much as 12 times. It is shamful that this has been allowed to happen despite the PM being a persn of finance. But of course he has no base, no voice. Which Babu is going to buy what he says when he himself is controlled by a lady who has no idea what salary mean for a common people and Babu. Neither she has any vision that you cannot lead India to progress until between the lower and higher classes is increased greater and greater. The finance minister also of course has no political base or voice which will be buyed by the Babus, who seems to be running the govt. of Manmohan Singh, and indirectly of Sonia Gandhi.
