Prime Minister Mosisili was elected for a second term in 2002. Mosisili declared a emergency in 2004 owing to precarious financial situation and asked for international food aid to stave off possible starvation of millions. In order to fight the rapidly spreading Aids epidemic the Lesotho government offered HIV test to all citizens in November 2005. The Lesotho parliament was dissolved in November 2006 ahead of schedule to pave the ground for early elections. The ruling LCD emerged victorious in the elections winning 61 of 80 seats. The year also witnessed 40th anniversary of Lesotho?s independence from Britain by adopting a new flag. However the result was not accepted by the opposition ABC party, which led a general strike challenging the election results in March 2007. In the July of the same year a emergency was declared to fight the severest drought to hit Lesotho in more than 30 years. Five people were charged with treason in 2007 for their involvement in the attacks on the homes of the opposition leader and cabinet ministers.
