Govt to file petition in SC over quota issue
April 16: The Central Government is going to file a petition today in Supreme Court to modify and vacate its stay order on the implementation of 27% quota for Other Backward Classes OBC, in higher educational institutions.
Earlier on March 29, the court stayed the reservation quoting that it is based on 1931 census data and those figures are not feasible for implementing reservation policies.

Also the court has ordered to keep the creamy layer out of the quota.
The Government in its petition is likely to insist on creamy layer and also wants to clarify that the general seats will not be affected at all.
The Centre will also clarify on the 27 per cent quota, based on 1931 census and the actual figures that are based on 1980 data. The court has already accepted the data in Mandal Commission.
The government has reportedly discussed these issues with all its allies and opposition parties. Also many states governments are ready to implement the quota laws in this academic year.
Centre particularly wants to take a quick decision because of the involvement of some of the top educational institutions including IIM and IIT. The Indian Institute of Management has already set April 21, as the final date for announcing its final selection list for current academic year. IIT is also waiting for a quick out come that would help in preparing its selection procedure.
