Cabinet to constitute screening committee for 6th Pay Commission

In the arousal of harsh condemnation from several parts of the society, several unions of employees and officers as well as arms and police forces over the issue of sixth pay commission’s report, the Union Cabinet in a meeting on Friday approved to constitute an Empowered Committee of Secretaries to review the submitted report of sixth pay commission.

‘The Cabinet Secretary K M Chandrasekhar would be the head of the 12-member screening committee’, said Science and Technology Minister Kapil Sibal to the reporters after the cabinet meeting.

The Empowered Committee would screen the report thoroughly and deeply and finally table its final recommendation before the union cabinet to consider over it.

Moreover, Cabinet has already set up a grievance committee headed by Finance Secretary D Subbarao to look in to all sorts of complaint regarding pay commission’s recommendation.

The government is facing sharp criticism from employees (weather lower level or higher level); the police staff and IPS officers, the defence department and most of the employee sections over inadequate and uneven pay recommendation with argue that the implementation of this recommendation would encourage the disparities among different sections of government employees.

Earlier, as per norms government had set up a four-member committee headed by Justice B N Srikrishna to submit its recommendation report to the cabinet after analysing several factors that influence the salary structure.

The Sixth Pay Panel had submitted its report to government on March 24, 2008 recommending up to 40% salary hike from the current level. But, as per critics: ‘this report favours the ‘babus’ and bureaucrats the most and salary increment rises at much higher rate with the hierarchy.’

For Example, as per sixth pay commission, the central cabinet secretary, the top bureaucrats will get a fixed salary of Rs.90,000 and secretaries will get Rs. 80,000/- per month while the Group D level employee will get only Rs. 6,600 at the beginning level. This recommendation would cost the exchequer over Rs 12,000 crore, if the cabinet approves it in its present form.

Protesting this salary recommendation, a confederation representing employees of ordinance factory, income tax, postal department, railways, customs, excise and other central government offices have decided to submit a MoU carrying their grievances to the Personnel Department very soon while Army Chief General Deepak Kapoor and Chairman and Chiefs of Staff Committee Admiral Sureesh Mehta had met Defence Minister A K Antony and submitted a joint proposals on the recommendations of pay commission.

I am a doctor.I have done my post graduate study in the form of DNB from B.A.R.C hospital ,mumbai during 2007-2009 during which i was a junior and then senior resident doctor.BARC HOSPITAL is a central govt hospital giving services to Department of atomic energy ,India.All category of employees recieved revision of pay as per sixth central pay. however ,we the resident doctors are not given the revised pay and arrears.All central govt hospitals in delhi, railway hospitals ,ESI hospitals have revised the pay of resident doctors and also given arrears from effect jan 2006.. we in BARC hospital havent recieved a single penny.....please let me know what can be done ......how can i go forward with it ?

respected sir, why group D level employee will get low salaries compared to secretarial employees you can't see the difference between there salaries or what is that the justice of government with the people who are giving there blood and time to improve the country thats what gift government giving to them sorry sir but i and all common people of this country will blame you if this report is approved my cabinet minister please make some changes in this report secretarial employees are already making lots of money reduce there salary and make it to D level or other level employees so they will be satisfied and government will run properly...thats what i want to say sir..

We are deprived of 5th pay commission's part three recommendation which was upliftment of our scale of pay from Rs. 6500 to Rs. 7500. this was provoking us to go to the honourable court for justice. But we were patience enough to see the final report of 6th CPC more over we saw that it has wrongly mentioned as the recommenation of 5th CPC is already implimented .Finaally became frustated when saw no specific recommendation about the same and no justice on our scale. we still hopeful when a special cabinate committee is revising the report. we expect that keeping the previous CPC report and understanding our grivences the scale should upgrade in such a lavel so that the previous recommendation will also cover it and there will not be any more anomaly on it.We are looking forward for a hopeful revision of the 6thcpc report.

The Railway Staff have been badly affected by the Sixth pay commission' s recommendations. The top beaurocrats have been given very high scales and all the cream, is with them. ALl good scales are only group 'A' only. Other staff in the lower rungs of heirarchy are just FOOLS and nobody bothers about them. Our UNION REPRESENTATIVES are slumbering and only putting up a show to please the Railway servants. They have not done anything worthwhile. The scares of Railways from 6500-10500 and 7450-11500 are to have been declared gazetted but these Union representatives are definitely worth their professional salt. They are enjoying at the money subscribed by employees who toil hard and are enjoying without doing anything. How I wish that all these guys (UNION REPRESNETTIVES) dye with leprosy.

. Accounts Officers in Defense Accounts Department, till forth pay commission were placed one step up in the entry grade 2200/- - 4000/-( i.e in the scale of 2375/--3500/-).After fifth pay commission they were placed in the scale of 7500/--12500/- (i.e. one step below the entry grade 8000/--13500/- for Gp ?A employees). With the implementation of 6th pay commission they would be clubbed with Gp C employees and other entry grades of Gp B employees (i.e.in the scale of 8700/--39500/-). The Accounts Officers of Defense Accounts Department are responsible for checking the implementation of the various orders issued by the G.O.I, M.O.D, Army Orders, Army Instructions, SAI , effecting the Budget/finance in the Defense(All the three divisions). They are also performing the Role of Financial Advisers to the local Commanders. They participate in each and every transaction relating to defense Budget apart from carrying out the audit of cash and stores. Previously(till 5th pay commission) they were treated as equivalent to Major Rank in the Army and were accommodated in the officer messes ,but with the implementation of 6th pay commission they would be equalized with Sub Major in the Army and will be accommodated in the JCO messes.. Just imagine the polite of these Gp B Gazette Officer, with this down gradation what will be their efficiency and face expression while performing their duties. 2. Senior Officers in the pay scales of 26000- and 30000/-have been recommended their pay at Rs 80000/- and 90000/- after multiplying by 3. Why all others have been deprived of such multiplier by 3 while fixing their pay scales. Already thee were so many anomalies of disparity and same have been increased by 6the pay commission instead of settling those. Giving with open hands all tax payers money to diplomats and army officers will definitely be felt at the time to come . Every employees is patriot and serving the nation in one form or the other. We should respect the forces ,but should not surrender to them. We should pay much more financial benefits to troops actually deployed in operations ,but should treat the troops in peace as other civilian employees. They are enjoying free ration ,uniform and accommodation(roti, kapra and makaan) what else they want. 3. 6th pay commission recommended 5 grades of pay from Gp D to Joint Sec rank officers with years span ranging from 35 years to 52 years with no use, as no one is going to serve for such a longer period. The reduction of grades to 5 from 30 is useless, this will create indiscipline, when all junior and senior are placed in one scale. Placing Reporting officers and Officers Reporting upon in one scale i.e 8700/-39500/-) will definitely create sense of disobey ness and indiscipline as accounts officers in defense accounts department are reporting officers of various Section officers and assistant Accounts officers under them and also Reviewing Officers for Clerks, Auditors , Senior Auditors and all Gp D employees under them. It is therefore requested that there should not be any reduction of scales provided in 5the pay commission , otherwise one master scale should be recommended for all employees with the identification of their Rank Pay to remove disparity and discrimination . 4. The recommendations of the 6 the pay commission can not scrapped at this stage, but can modified as under to avoid discrimination and discontentment, (i) Their should not be any reduction in Nos of scales recommended by 5 the pay commission. (ii) All Scales should be multiplied by 3 to create new scale of each cadre (iii) The pay be fixed after multiplying their present Basic pay by 3. (iv) The recommendation of allowances should be accepted as recommended by 6th pay commission. (v) Rate of increment should not be 2.5 %, but present rate of Increment be multiplied by 3 (vi) Date of increments should remain same.

there is totaly injustice to the scale 4500. It should have merged with 5000.Atleast grade pay of this pay band should be 3500.SSC ITI holder should get the pay equivalent to diploma holder after 24years as diploma course is 3yrs after SSC and ITI is 2yrs course after SSC.This two cadre shuold be equivalent after 24yrs.Thus SSC ITI holders should get 5000 scale.

Assam has been declared as a disturbed area, whether disturbed area allowance and Spl Duty allowance for those officers posted in the North East Regions are admissible, if not why? As there are lots of anomalies in the 6th CPC so its really doubtful when the recommendations would be really implemented by the Government.

there is a requirement for all "so-called" politicians to compulsorily have 2 or 3 years of continuous Military service - and annual recall to active duty - in either of the 3 armed forces. Unless these unduly pampered politicians are made to get up from their warm cozy chairs and sent to live at the battle frontline for such a time period, they will never be able to appreciate the pain our brave warriors - and their families - go through. Only then will they have half a mind to release their security cover that they flaunt like vulgar status symbols and release those fine men to do the real jobs they were supposed to do - defend our territory rather than defend those who from under the table are ready to sell it for any price.
