Centre violating federal spirit: Badal

Shimla, July 26 (IANS) Punjab Chief Minister Parkash Singh Badal Thursday accused the central government of violating the federal spirit of the constitution.

He demanded setting up of a 'genuine' federal structure with more powers to the states.

"The UPA (United Progressive Alliance) government has weakened the Indian federal system and states have been reduced to 'dignified' municipalities (civic bodies)," Badal told reporters.

He was here regarding signing of a pact between Punjab and Himachal Pradesh to construct a ropeway to link Punjab's Anandpur Sahib town with hilltop prominent Hindu shrine Naina Devi.

The aerial tramway, to be constructed as a joint venture project within three years, will cost Rs.85 crore.

"More and more subjects are being shifted to concurrent list and the centre was having major say in allocation of funds," he said, adding "Punjab is the main agricultural state but the funds for this sector are going to other states".

Badal cautioned that the tendency to usurp the powers and authority of the states would strain centre-state relations.

The chief minister accused the central government of doing injustice with Punjab and other non-Congress ruled states.

"It's unfortunate that the union ministers are concentrating to their respective states instead of concentrating on the entire nation for development," he said.

On entry of foreign direct investment in retail, Badal said: "I am always against it. The big corporates will come here and end our small businessmen."
