UGC pay panel ensures hefty pay hike for teachers

It’s time for teachers to take a deep breath and be delighted, who were annoyed over the UGC pay panel for not submitting its report on time that was scheduled for September 06, as the University Grant Commission has proposed an unprecedented pay hike for university and college teachers.

The UGC pay panel that has been set up under the chairmanship of former Jawaharlal Nehru University (JNU) vice-chancellor and Chief Executive Officer of South Asian University G.K. Chadha has promised Sunday to propose a hefty hike in teachers’ salary as against other government officials that has been recommended under the Sixth Pay Commission.

The UGC pay panel recommendation, if approved by the Centre, would bring lots of exceptional gifts for the university and college teachers and assisting staff including librarians and lab assistants.

As per reports came from UGC pay panel sources, it is going to propose 30% hikes in teachers’ salary with an uniform retirement age of 65, flexibility to accommodate talented and exceptional record-holding teachers, special grant for working in remote and inaccessible areas, annual appraisal of teachers, more flexible growth opportunities and better research and accommodation facilities.

Chadha, while making the announcement said, “We will ask all states to invoke a uniform policy on the age of retirement and re-employment of teachers. The uniformity is essential to rid India’s higher education sector of inter-regional disparities.”

The UGC pay panel is going to ask bigger percentage of salary hike for all higher educational institute teachers and also hike the age of retirement to 65-years for Central University teachers and a range of 55 to 70 years for other state university teachers, as per state acceptance.

For the outstanding record holding and remarkable performing teachers, whose performance would have been prepared from the feedback of students, would be granted flexibility in terms of retirement age, extraordinary incentives, better accommodation and research facilities.

“We will focus at the entry level, on those just completing their academics and contemplating a life of teaching. We want to lure them into the profession,” added Chadha for retaining the incredible teachers, while on the other hand, there would a provision of penalty for non-performing teachers too.

Commenting upon this innovative idea, Chadha said, “Idea was not only to make teaching more lucrative but also to bring about changes so that a talented teacher did not stagnate and non-performers did not get away.”

The higher educational institutes including premium engineering and management institutes are facing staff crunch and this new proposal of UGC pay panel is an effort to stop their exodus to other profession.

For the states, UGC pay panel has suggested a “carrot-and-stick” policy which refers that states universities will get 80% of financial aid from Centre only when it accepts all the recommendations of UGC Pay panel in its exact form.

“The central assistance should continue, but only for those states willing to adopt all recommendations accepted by the Centre,” Chadha said.

UGC pay panel is likely to submit its report soon as Chadha said, ‘It has been prepared and the work of writing would begin from next week’.

After its approval, it will be effective from January 1, 2006, the same day from which the other central officials’ pay has been revised.

What is the minimum qualification and experience required to become a professor? Is it necessary to have PhD.

What are the guide lines (Qualification and experience) to become a professor. One of my friend, who is MSc only, was teaching in a degree college at Kaithal in Haryana and he claims to be Professor. To the best of my knowledge one can't become Professor till he holds PhD. Please clarify.

I think the pay packages will surely motivate the teachers as the cost of living is increasing day by day and every person need increase in their salary to survive. but it becomes the utmost duty of the teachers to provide the services accordingly. There is a saying "when stomach is empty ideas doesnt come". so if the stomach of every teacher is filled they will look that they are accordingly using innovative ideas and imparting knowledge to the students accordingly.

I substantiate the view point of UGC Pay review committee of Mr.Chada for proposing decent deal for teacher community and providing of carrier advacement schemes.But teachers should at the same time reciprocate by imparting updated information and comprehensive guidance to learner.

The UGC pay commission's recommendations are too flexible and too fascinating. They pay scales are likely to attract the attention of the entrprising teachers to continue the profession with an added zeal and enthusiasm provided the respective state governments seal the recommendations with their approval.I doubt such far reaching changes would go well with the state governments which always look up to the center funding all educational programmes.Let us wiat and see whether teachers of te college and universities in India will have a radiant future to look for.

I do agree with the extremely genuine demand from the DUTA and AIFUCTA to first redress the sharp anomaly of the arbitrary UGC orders under the 5th Pay Commission to allow promotion to Central University Teachers from an unreasoned date of 27.07.1998, despite the implementation of the whole 5th pay package from 01.01.1996. This order spoiled the professional career of all those university teachers who were already eligible for promotion on or before 01.01.1996, as per UGC criteria, and faced tough screening and selection process but still got the promotion with effect from not earlier than 27.07.1998 without any rhyme and reason. This way the highest qualified community was befooled by the highest education grants commission of India under flimsy bureaucratic orders.
After the due justice to the sufferers, as above, their redressed salary arriving at on 01.01.2006 may please be considered for fixation under the new UGC pay scale to be announced under the Sixth Pay guidelines and recommendations from the Hon?ble Professor Chaddha Commission.
It is important to tender the request that the Teachers who served as a Professor for at least five years or above, may please be given at least three extra increments over and above the one recommended to be fixed as per Central Govt. Gazette Notification on Pay Fixation Formula, dated 30.08.2008 under the 6th Pay Commission within the frame work (pay scale) of a Professor awaited from the UGC; coupled with allowing a Selection/Super Selection Grade to the Professors with 10 years of continuous service in a Central University. This will be the minimum courtesy from the MHRD to honour this highest literate position under the Govt. of India who builds up and shapes the able human resources through this noble profession to carefully and graciously command different spheres of the whole nation.
Further, I do agree with Professor Chaddha that teachers? periodical appraisal and emphasis on the maintenance of discipline, morality and sense of integrity should be the part and parcel of the new pay package.

I was granted SG AFTER THE COMPLETION OF 15 YEARS OF SEREVICE on 15.5.97. But my junior with just 10 years service was granted the same on 27,7,98.FIVE YEARS SERVICE WENT UNREWARDED.Will this ANOMALY be rectified in the CHADDHA committee report?

Big Raise for University Teachers / Hefty pay package for University Professors, Lecturers etc. are the headlines when a Pay Commission gives its ?Report?. TALL ASSURANCES IN THE REPORT DWARF IMPLEMENTATION IS THE REALITY .
In the 5th Pay commission a Career Advancement Scheme for UGC teachers and Flexible Cadre Structure for IIT and similar technical institutes were approved in 1996. In ISM University, DHANBAD neither of these has been implemented by the Ministry of HRD and teachers in this premier institue of technical eduacation have been made to suffer by a few egoistic officials who do not care for any rule or any policy. What comes out of their mouth is the rule and what they write on the file is the policy.

Sir,
I am working as a Lecturer in one of the premier central govt Engineering Collge. As per the AICTE guide lines one who has joined as Lectuer without PhD has no promotions till the retirement. Only teaching is the profession where one has to work without any promotions till the retirement. how one can achieve a PhD without basic infrastructure, facility and motivation from the parental organisation? There fore UGC/AICTE has to look into this matter and promotion opportunities should be given to teachers of Engineering colleges with minimum qualification of ME/MTech with 5,10,15,20 years of service in the profession.

respected sir,
am a govt servant in a reputed state govt college where we are following UGC pay scale . i am a post graduate and having an experience of nearly 9 and half years as lecturer. and i am not having phd degree. And am deprived of any kind of promotion till date and simultaneously my institution is not having a infrastructure and guide for doing it in my discipline. and it's added with a factor that am not given a chance to apply out side and finish the same with pay-"study leave with pay" by my Institution. Due to this i am one among in a system getting deprived of any promotion for all these years, and my academic and professional career is uncertain and i would request you to get a solution for such situations so that we can finish our Phd and get career advancements . And without pay going for a higher study, the dependent family suffers for the entire period , so many like me decided to just continue without any career advancements . kindly look into the same and bring some kind of a solution for the same.(And Will i be getting the benefit of ACP, as am going to complete 10 years of service in the same post by another 6 months!). pls give suggestions/advice.

A large number of teachers,having capability to do research works ,are deprived of doing research works leading to PhD , due to non availability of infrastructure in their own institute or university and also due to not getting "study leave with pay", specially in some NITs. I among on behalf of many others,request the competent authority of commission to include "study leave with pay" for three years for faculty members willing to do PhD in other AICTE approved Govt or Central Govt university or Engg colleges, in India,with necessary allowances & stipends.

Sir,I want to tell about the plight of technical teachers of a prestigeous institute of the country. There is a premier institute of engineering education specially in Mining Engineering and Earth Sciences in India known as Indian School of mines University at Dhanbad. The entrance in this institute is through IIT-JEE. The scales of teachers are those of IITs, IIMs and IISc Bangalore and the eligibility criteria for faculty positions are similar to those for IITs and like IITs it is also an autonomous institute directly under MHRD Govt. of India. In all technical institutes under UGC including that of various state governments there is a scheme called Career Advancement Scheme for teachers whereby every Lecturer has an opportunity to become a Professor in sixteen years service span. In IITs, IIMs and IISc Bangalore with whome Indian School of Mines University is clubbed together has a Flexible Cadre Structure wherby a teacher can become Professor within 8-9 years. But in ISM University, neither of these schemes is in force as a result many faculty with 28- 30 years service as lecturer/ Asst. Professor or Assoc. Professor could not become Professor and the latest situation is that out of 7 Assitant Professors joining this institute only one can become Professor , two can go upto Associate professor and 4 will have to remain Asst Professor ( the grade in which they join this university) throughout their career. This University is a burning example of high handedness of MHRD officials who have allowed a student teacher ratio of 1:10 for all other institute under it except for ISM university for which it is 1:12 thus reducing the number of teachers and to all other institute it has approved a Flexible Cadre Structure except this institute. And the Hon. Minister for HRD boasts of giving best benefits to technical teachers. The plight of the teachers in this institute is that many will retire in the same grade in which they joined. The matter has been discussed many times in the executive board of the institute in which ministry has its members who agreed to the decision that a Flexible Cadre Structure should be allowed for teachers of this institute who are suffering for last 13 years, but when it comes to approval there is nothing. I think the ministry will awake only when some faculty will take a ?drastic? step out of frustation. Will the honourable minister Shri Arjun Singh listen ?
